Event Allowance: How does it count?

As soon as the event is published, it will be use up one event allowance

Publish and unpublish? It will still count it as one. After un-publish the published one, but you can still publish that
event without using the event allowance.

Publish → Unpublish → Republish can be possible even the event allowance is reached.
